Torquay is the largest town in Torbay. The harbour and seafront carry hotels, restaurants and seasonal work. Behind them is an ordinary town where people need dentists, electricians and accountants in January as well as August. A listing that does not say which of those it is will waste the enquiry.
Paignton and Brixham are part of the same bay and are not separate pages here. A Torquay business may cover them and may not. The road around the bay is the constraint, not the map distance.
